Business of Seanad.

I have notice from Senator Maurice Manning that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The serious situation in the National Library where gross understaffing has led to a drastic reduction in service and security which has now reached crisis proportions.

I also received notice from Senator Gerry Reynolds of the following matter:

The need for the Minister for Foreign Affairs, in view of the joint statement following a meeting of the Anglo-Irish Conference, to state what steps are being taken to proceed with the restoration of the Ballyconnell-Ballinamore Canal.

I also received notice from Senator John Connor of the following matter:

The need for the Minister for Tourism and Transport to confirm that no obstacles will be placed in the way of the proposed flights originating in New York, via Reykjavik, and landing at Connaught Regional Airport, Charlestown, County Mayo.

I also received notice from Senator Katharine Bulbulia of the following matter:

The need for the Minister for Education to recognise the grave situation facing the Waterford Teachers Centre which may have to close if sanction cannot be given for a full-time director with adequate remuneration.

I also received notice from Senator Brian O'Shea of the following matter:

The need for the Minister for Social Welfare to allow payment of unemployment benefit/assistance to continue for the first three months after people have embarked on small business projects at Waterford Community Workspaces to assist these people in getting their projects and businesses started.

I also received notice from Senator Brendan Ryan of the following matter:

The delay by the Minister for Social Welfare in completing the review of the system of operation of social welfare appeals.

I regard the matters raised by Senators Manning, Reynolds, Connor, Bulbulia and Ryan as suitable for discussion. I have selected the matter raised by Senator Manning and it will be taken from 8p.m. to 8.30 p.m. Senators Reynolds, Connor, Bulbulia and Ryan may give notice on another day of the matters they wish to raise.

I regret I have to rule that the matter raised by Senator O'Shea is not suitable for discussion on the Adjournment on the ground that it would involve legislation.
