Business of Seanad.

I have notice from Senator Tom Hussey that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The need for the Minister for Industry and Commerce to outline his plans to provide major industry in Tuam, County Galway.

I also received notice from Senator Liam Naughten of the following matter:

The need for the Minister for Health to outline any changes in his plans since 1 January 1990 for general hospitals, psychiatric, geriatric and community cases services in County Roscommon.

I also received notice from Senator David Norris of the following matter:

The need for the Minister for Health in the light of the recent resignation of the Chairman of the Health Research Board, due to unexpected arbitrary budgetary constraints imposed in the Estimates to look urgently at the possibility of providing future and adequate funding so that this important body can carry out its work in the national interest.

I also received notice from Senator Mary Jackman of the following matter:

To ask the Minister for Health to supply figures of amounts collected and outstanding of the £10 hospital charge for the year ending 31 December 1989, for accidents, emergencies, outpatients, X-rays, laboratory and maintenance for each of the hospitals of the Mid-West Health Board and including voluntary hospitals in order to ascertain the financial justification of the charge.

I also received notice from Senator Dan Neville of the following matter:

The need for the Minister for Justice to ensure that all the necessary preparations are put in order to prepare for the policing implications of open borders post-1992, and if he will make a statement on this matter.

I also received notice from Senator Richard Hourigan of the following matter:

The need for the Government and the EC to adopt immediately, appropriate measures to counteract the serious decline in the income of Irish farmers, particularly those farmers not producing milk for sale.

I also received notice from Senator Joe Costello of the following matter.

The need for the Minister for the Environment to increase funding to enable Dublin Corporation to continue its programme of upgrading its housing stock.

I also received notice from Senator Shane Ross of the following matter:

The unacceptable delay in the processing of investigations by the Garda Complaints Board and the need for the Minister to allocate additional staff immediately thereto.

I regard the matters raised by Senators Hussey, Naughten, Ó Foighil, Norris, Jackman, Neville, Costello and Ross as suitable for discussion on the Adjournment. I have selected the matter raised by Senator Hussey and it will be taken at the conclusion of business. Senators Naughten, Ó Foighil, Norris, Jackman, Neville, Costello and Ross may give notice on another day of the matters they wish to raise.

I regret I have to rule that the matter raised by Senator Hourigan is wide ranging in its scope and is not appropriate for the limited debate allowed under the Standing Order.

On a point of order, as the representative of the Independent group on the Committee on Procedure and Privileges, I wish the House to note the fact that the committee is at present investigating the allegations made by a member of the Independent group. We feel that should be on the record of the House. We also wish to express our opposition to the fact that the person against whom the allegation is made is chairing that inquiry. We would ask——

On a point of information——

On a point of order, a Chathaoirligh, how is Senator Fallon in order and Senator O'Toole is not in order?

I must hear the point of order before I can make a ruling.

On a point of information, the previous speaker knew of the position at a private meeting. Why did he not raise it there instead of coming in here publicly? It was the appropriate place to raise it.

That is not a point of order, either.
