Business of Seanad.

I have notice from Senator Ross that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The unacceptable delay in the processing of investigations by the Garda Complaints Board and the need for the Minister to allocate additional staff immediately thereto.

I also received notice from Senator Upton of the following matter:

The discontinuation of grants for smokeless heating conversions by virtue of the Government's refusal to make any further special control area orders with particular reference to the Crumlin, Drimnagh and Bluebell areas of Dublin.

I also received notice from Senator Ó Cuív of the following matter:

The need for the Minister for Communications to change the charging system for telephone calls particularly in relation to rural areas, so that the charges for calls would bear a relationship to the cost to the Bord of the subscriber making them.

I regard the matters raised by Senators Ross and Upton as suitable for discussion on the Adjournment. I have selected Senator Ross' matter and it will be taken at the conclusion of business. Senator Upton may give notice another day of the matter he wishes to raise.

I regret I have to rule that the matter raised by Senator Ó Cuív is not suitable for discussion on the ground of lack of ministerial responsibility.
