Private Business. - Request under Standing Order 29.

I wish to move a motion for the Adjournment of the Seanad on a specific and important matter of public interest requiring urgent consideration. The matter is:

That Seanad Éireann condemns the imprisonment of a 15 year old girl in the adult prison, Mountjoy, which is one of the worst prisons in Europe, on the grounds of being unruly and depraved; and further that Seanad Éireann deplores the total neglect by the relevant Government Departments in providing suitable facilities for accommodating children and young people who come before the courts.

It is absolutely scandalous that any young girl of that age could be certified as depraved and that the judge would have to state that there was no probationary service——

You can do no more than move the motion, Senator. You cannot make a speech. I must remind you that Standing Order 29 provides an opportunity for you to move your motion and then you must listen to my ruling.

I simply want to make a couple of points as to why——

It is not possible for me to allow the Senator to do that. I have no discretion in that area.

I have given careful consideration to the matter raised by Senator Costello and I cannot consider it to be a matter contemplated by Standing Order 29. I regret, therefore, that I have to rule it out of order.

I merely want to look at it——

I must ask the Senator to desist. I have given my ruling on the matter and the Senator cannot question my ruling on this matter.

I have given my ruling. I ask the Senator to co-operate with the House and allow Senator Jackman to continue on Second Stage of the Bill.
