Business of Seanad.

A Chathaoirligh, for the information of the House, no agreement at this stage has been possible between the Whips on the duration of speeches. I appeal to the Opposition, if some sensible compromise can be worked out, it would greatly aid the orderly running of the House. If agreement can be reached during the morning on the duration of speeches, it would be welcomed.

Get the Whips together.

A Chathaoirligh, on a point of clarification——

There is no clarification; there are no time limits. The Leader has simply appealed to Senators to use their discretion.

Will all Stages of the Bill be taken today?

Each Stage is decided at the end of the previous Stage. That is the way it is done.

On that point the Leader will explain.

He has explained.

If I may speak, so that we will be clear on this side of the House? Allowing that each elected representative here has not just a right but an obligation, where appropriate, to contribute, I presume nothing will be done here that will in any way attempt to frustrate the obligation of Members to speak.

That has been explained by the Leader.

If that is the case, we are quite clear and there can be no guillotine.
