Request under Standing Order 29.

I have notice from Senator Mooney regarding a motion he wishes to move under Standing Order 29. I call on Senator Mooney to give notice of the motion before I give my ruling.

I am grateful for the latitude afforded me to raise this serious issue. I move the Adjournment of the House on a specific and important matter of public interest requiring urgent consideration:

To request that the Minister for Arts, Culture and the Gaeltacht, Deputy Michael Higgins, come to Seanad Éireann to explain his unprecedented breach of collective Cabinet responsibility in opposing the granting of planning permission to the Masonite Corporation of Chicago for a 330 job facility at Derryoughter, County Leitrim.

I have already aired the reasons; this is a matter of national interest.

I have given careful consideration to the matter raised by Senator Mooney and I do not consider it to be a matter contemplated under Standing Order 29. Therefore, I regret I have to rule it out of order.

I am grateful to the Leas-Chathaoirleach for having considered the matter, notwithstanding his decision. I am disappointed he does not see fit to allow the matter. The Minister should issue a public statement as to the reasons for the position he has taken.
