I have notice from Senator Daly that, on the motion for the Adjournment of the House today, he proposes to raise the following matter:

The impact of the proposed changes in the 1994 Health Act Regulations on St. John of God's and St. Patrick's hospitals in Dublin and other similar institutions.

I regret I have to rule the matter out of order as it is repetitious of the matter debated on the Adjournment last Tuesday.

I wish to record our dissatisfaction that regulations will be made which we will not have an opportunity to discuss.

We cannot discuss them at this stage.

These regulations will have serious implications for psychiatric patients.

The Senator may not raise the matter now; I regret having to rule it out of order.

On the previous occasion when I tried to raise this matter I asked for——

You may discuss the matter privately with me but you may not raise it now.

On a point of order, can we have an opportunity to discuss these regulations? They are part of legislation and we should have some opportunity to discuss them in the House.

We cannot discuss them now. The Senator may discuss the matter with me later.
