Today's Order of Business is items 1 and 2. Item 1 is to be taken without debate. On item 2, there will be 15 minutes for all spokespersons and Senators. Senators may share time.

I gather there may be time problems later. The Order of Business is agreed from this side of the House. We will not raise any issues which we might otherwise have raised. I expect the other side will do likewise.
The Leader should not take this as a precedent.
It is a once off.
