As agreed on the Order of Business, I have circulated a supplementary Order Paper which includes No. 4b, Horse Racing Ireland (Membership) Bill, 2001, and No. 4c, motion for earlier signature. Before I propose that the Bill be now read a Second Time I call the Leader of the House, Senator Cassidy, to put limits on Second Stage speeches.
Business of Seanad.
I propose that the contributions of spokespersons should not exceed ten minutes and those of all other Senators should not exceed seven minutes and that Senators may share time.
I am happy to accommodate the Minister, Deputy Joe Walsh, on this Bill and we will agree to take it because in this case there are no suspicions or anything like them. I welcome the Minister. If he has any inside information, he might share it with the House.
