Horse Racing Ireland (Membership) Bill, 2001: Committee and Final Stages.

Question proposed: "That section 1 stand part of the Bill."

I wish to compliment the Minister on adding subsection (c) providing for the nominee representing those employed in the horse racing industry. I understand that this was done partly at the behest of the trade union movement, including ICTU, MANDATE and SIPTU. The proposal is very welcome and perhaps in time we might get around to having another nominee representing those who are employed in the industry. The horse racing industry employs a large number of people. An important precedent has been established in having a nominee to represent the employees. We may see that precedent being enlarged upon.

I thank Senator Costello for his comments. The composition of the board of HRI represents a very delicate balance, bringing various interests into play. We had considerable debate, some of it public, in order to achieve a unified structure. That structure was put in place based on a measure of balance on the board. I believe the balance is right and nobody could object to stable hands being represented, or to union membership, in view of the partnership Government we now have. I certainly will not be revisiting the Bill in terms of either the size or composition of the board.
