I do not know if I am anticipating the Minister of State, but in the light of the fact that only a small number of Senators wish to make contributions to this important debate, I seek an amendment to the Order of Business to allow non-party spokespersons to make a contribution in the time available, otherwise the debate will collapse.
Business of Seanad
The order of the House states spokespersons only may speak, but the Senator has proposed an amendment.
The amendment is acceptable. There are two others who wish to speak. The Acting Chairman might allot them a few minutes each.
I am grateful to the Minister of State. I also propose that each speaker, like party spokespersons, be allowed to speak for five minutes.
My difficulty is that the order of the House states the debate is to conclude at 1.45 p.m.
I apologise.
That would not facilitate such an arrangement.
At what time is the next business due to begin?
It is due to begin at 3 p.m.
I suggest an extension to 2 p.m.
Does the Minister of State have a difficulty with that suggestion?
Government Chief Whip and Minister of State at the Departments of An Taoiseach and Defence (Deputy Paul Kehoe)
I can stay until 1.50 p.m.
That is fine. The proposal is that the House sit until 1.50 p.m. Is that agreed? Agreed.
