Local Government (Mayor of Limerick) and Miscellaneous Provisions Bill 2023: Instruction to Committee

I welcome the Minister of State, Deputy O'Donnell, a former Member of this House.

I move:

That, notwithstanding anything in Standing Orders, in relation to the Local Government (Mayor of Limerick) and Miscellaneous Provisions Bill 2023, it be an instruction to the Committee of the whole Seanad that the Committee has the power to make amendments to the Bill which are not relevant to the subject matter of the Bill, for the purposes of:

(i) increasing the borrowing limit of the Housing Finance Agency (HFA) and to include the consent of the Minister for Public Expenditure, National Development Plan Delivery and Reform in relation to HFA borrowings under the Housing Finance Agency Act 1981 and for that purpose to amend that Act, and

(ii) amending the National Treasury Management Agency (Amendment) Act 2014 to permit the Minister for Finance to direct the National Treasury Management Agency to provide the proceeds of the disposal of directed investments to the Land Development Agency and to include the consent of the Minister for Public Expenditure, National Development Plan Delivery and Reform in relation to the provision of funds from the Ireland Strategic Investment Fund to the Land Development Agency,

and to make other consequential amendments required to take account of such amendments.”
