The Select Committee met at 9.30 a.m.

I welcome the Minister for the Marine and Natural Resources, Deputy Woods, and his officials. I hope we will have a productive meeting. We have to consider Vote 30 for the Department of the Marine and Natural Resources, Estimates for the year ending 31 December 1998. The committee is only empowered to consider the Estimates and there can be no vote on the matter as that is the sole prerogative of the Dáil. I propose we allow the Minister approximately 15 minutes to make his opening statement and each Opposition spokesperson will have ten minutes to make their contribution. The meeting will then be open to all members. Is that agreed? Agreed.
