SECTION 40.

Question proposed: "That section 40 stand part of the Bill."

Section 40 states:

The Minister shall have the general superintendence throughout the State of all matters relating to every wrecked or stranded vessel or other wreck.

That brings me back to the whole question of an abandoned sunken ship. Surely, if section 40 give the Minister superintendence of all matters relating to every wrecked or stranded vessel or other wreck, it is vital that we include something in the Bill to the effect that where these wrecks are causing difficulties to shipping and commercial life they may be removed? A sunken vessel can affect the business generated by a harbour or in an area, and if the Minister has this power under section 40 of the Bill, it should include the power to remove an abandoned wreck.

I take the point which Deputy Sheehan has made.
