Select Committee on Enterprise and Economic Strategy debate -
Wednesday, 6 Mar 1996

SECTION 10.

I move amendment No. 11:

In page 11, between lines 20 and 21, to insert the following subsection:

"(2) A general exemption shall be available for employees in licensed and catering trades who are employed under the terms of a recognised apprenticeship agreement.".

This amendment applies to young people involved in recognised apprenticeship schemes who have left formal education. We have already amended the legislation to allow young people to work until 11 p.m. It would be appropriate to accept this amendment on the basis that some young people decide to work in bars and restaurants as a career, part of the learning process of which involves working after 11 p.m.

As I indicated on Second Stage, I agree with Deputy Kitt but I propose to do it by way of regulation. I propose to make a regulation which would exempt young people involved in recognised bona fide apprenticeships in the bar trade from that provision.

That proves that the committee system is working.

Particularly this select committee.

Deputy Kitt is right and that is a very sensible move by the Minister of State; it is a testament to the good discussion at this select committee.

Amendment, by leave, withdrawn.
Section 10 agreed to.
Section 11 to 16, inclusive, agreed to.
