I move amendment No. 2:
In page 4, subsection (1), between lines 25 and 26, to insert the following definitions:
"‘the Act of 1984' means the Road Traffic (Amendment) Act, 1984;
‘the Act of 1987' means the Dublin Transport Authority (Dissolution) Act, 1987;
‘the Act of 1993' means the Roads Act, 1993;"
This was already discussed with amendment No. 1.
In passing I would make the point that for completeness the expression "the Minister" needs to be defined in the Bill and should be considered in other legislation. This Bill could refer to justice as much as to the environment and, for clarity, when we are referring to "the Minister" he or she should be specified.
As I outlined during my reply to Second Stage "the Minister" is defined in the prinmary legislation.
As a rural Deputy I would like to say something about the breathalyser and drink driving.
That arises on a later section.
