SECTION 159.

I move amendment No. 138:

In page 174, subsection (10), lines 28 to 33, to delete paragraphs (a) and (b) and substitute the following:

"(a) section 106, paragraph (b) of section 107, section 108, paragraph (a) of section 111, sections 112 and 113, paragraph (a) of section 114, sections 115 and 116, paragraphs (b), (c), (d), (e), (f) and (g) of section 123 and section 124 shall take effect as on and from the 1st day of July, 1995;

(b) section 110, paragraph (a) of section 120, paragraph (b) of section 122 and paragraph (a) of section 123 shall take effect as on and from the 1st day of January, 1996;".

THIRD SCHEDULE.

I move amendment No. 139:

In page 178, between lines 18 and 19, to insert the following:

"PART IV

Description of Qualifying Resort Areas of Dublin

1. The town, hinterland and foreshore of Balbriggan.".

I know there is a time constraint. I ask the Minister to seriously consider the inclusion of the town of Balbriggan as an area meriting the description of qualifying resort. The area needs special status. This town has massive unemployment; historically it had a major industrial base which has now been decimated through changes in technology and imports. The Chamber of Commerce in the area sees the opportunity for concentration on tourism and the opportunities of tourism for upgrading the town of Balbriggan. The unemployment problem in the area, with the initiative from the Chamber of Commerce and the concern of the unemployed means that the area merits the extension of the special status to give the town of Balbriggan the opportunity it richly deserves.

I am not inclined to accept this.

I support my colleague, Deputy Burke. He made a valiant and valid argument. I ask the Minister to consider accepting this amendment on Report Stage.

I will be pressing this amendment. No place on the north side of Dublin has been included.

What about Skerries?

It would be better to resubmit this amendment on Report Stage.

I would like to press the amendment.

The Deputy knows it will get tied up in a lot of other amendments. Deputy Sargent gave me notice some time ago of a point of order which I have agreed to take briefly.

Excuse me, Deputy Sargent. On the Third Schedule, I would like clarification in regard to the list of townlands to be included. I know the towns were nominated on the day of the budget. What organisation would have submitted maps of the actual area?

The local authorities in conjunction with the Department of the Environment and the Department of Tourism and Trade.

On a point of order, I appreciate the opportunity to clarify a point. On section 8 I withdrew a number of amendments which I intended to resubmit on Report Stage. I would like clarification that that can be done.

For clarification, it can be retabled on Report Stage.

In page 180, line 7, after "Ballinatray Upper," to insert "Seamount,".

This is a correction that came from the Department of the Environment in relation to Courtown.

In page 180, between lines 8 and 9, to insert the following:
