SECTION 13.

I move amendment No. 59:

In page 10, subsection (2), line 40, after authority" to insert "in a manner consistent with the Charter, Statutes or Regulations of the University."

This amendment is recommended by UCG. It wishes that this should be stated in the Bill so that everything is done under those terms.

This is not an amendment that would serve any useful purpose. Subsection (2) provides that, subject to this Bill, the functions of a university as outlined in section 12 shall be carried out by or on the directions of the governing authority. The effect of this amendment would be that the performance of the functions of a university would be consistent with the charters, statutes or regulations of a university. This would necessarily be the case for all the universities as this Bill will not be in conflict with the charter, statutes or regulations of a university, after these have been appropriately updated. This amendment is tautologous and, taking in the totality of the Bill, it does not have a useful purpose. For those reasons I do not recommend it and I prefer to move on to provisions which will have an effect. I say that to the Deputy based on my information.
