I move amendment No. 64 :—
To delete sub-sections (2) and (3) and to insert the following new sub-sections :—
(2) The Board shall appoint with the approval of the Minister, a person to be secretary of the Board who shall hold office upon such terms and conditions as the Board, with the approval of the Minister, shall determine.
(3) The secretary of the Board shall be paid by the Board such remuneration and such allowances for expenses as the Board, with the consent of the Minister, shall from time to time appoint.
This section deals with the Bacon Marketing Board. As it stands the Minister is to appoint the secretary to the Board. I met the bacon curers on this and they put up the case that they should have the appointment of the secretary. They agreed, however, that the Minister should have some say on the matter. Eventually we agreed that the appointment of secretary should have the approval of the Minister. If the Bacon Marketing Board were dealing with matters which were only their own concern, then I think the Minister should not have anything to say to this even as regards giving approval to the appointment of secretary. It has, however, to be borne in mind that a bad secretary would be able to throw his evil influence over the working of this measure. For that reason I think it is essential that a competent person should be appointed to the position.
