SECTION 3.

Question proposed: " That section 3 stand part of the Bill."

This is a standard provision.

Would section 3 apply to section 55 regarding service and delivery of notice and so on? Will it be relevant in connection with section 55?

It will not, Deputy, because section 55 does not visualise compulsory acquisition and notices do not arise.

Surely it must, Minister?

I am told that it does not.

You mean that the whole purchase procedure can be gone through in section 55 without serving notice?

It is a voluntary purchase. The Deputy obviously has compulsory purchase procedure in mind.

I find it very hard to see how you can go through purchase procedure without serving notice of some sort. Can the Minister assure me that section 3 has no bearing on section 55?

I can assure the Deputy.

So that section 3 will only be dealing with the normal operation of this piece of legislation, for normal wildlife purposes.

Any other questions arising from section 3?

It is satisfactory.
