116 Mr. Ring asked the Minister for Agriculture and Food his views on the fact that farmers who have commonage included in their REP scheme plans will have their payments reduced dramatically; his further views on whether this will cause great hardship to the farming community; and if he will consider not implementing this cut. The regulations governing the implementation of the single payment scheme oblige member states to ensure that double payment for the same commitment does not occur under the single payment scheme and agri-environment measures such as the REP scheme.
