I have established that the person in question made a visa application in the visa office in Beijing. The application was refused because it was not established, on the basis of the documentation supplied to my Department, that the applicant would observe the conditions of the visa. In particular, it was considered that the applicant had not displayed sufficient evidence of her obligations to return home following her proposed visit.
An appeal against the refusal of the application was received. However, the visa appeals officer, having re-examined the application, upheld the original decision to refuse the application. It is open to the applicant to make a fresh application with up to date supporting documentation and the matter will be considered anew.
