104 Mr. Ring asked the Tánaiste and Minister for Health and Children when persons awaiting arrears of the blind welfare allowance, due to the misinterpretation of the Blind Welfare Allowance Circular 4/79, will receive same; the date on which she sanctioned this funding to the health boards; and if she will make a statement on the matter. I propose to take Questions Nos. 104 and 111 together.

My Department issued letters to the CEO of each health board on 6 December informing them that the funding to pay arrears of blind welfare allowance is being authorised by this Department. It is a matter for each individual health board as to how and when the arrears are issued to the individuals involved.
