View answerUnder the Road Traffic Act 1961 and the Road Traffic (Licensing of Drivers) Regulations 1999, it is a matter for the appropriate licensing authority, in this case Kildare County Council and not the Department of Transport, to determine the eligibility of a person for a driving licence and to issue licences.

I am not aware of any general problem regarding the renewal of licences which were issued between September and December 1994.
