106 Mr. O’Shea asked the Minister for Communications, Marine and Natural Resources if, in the case of a commercial salmon drift net licence holder who cannot fish due to illness or being required as a full-time carer such a fisherman can nominate another person to use their licence until they are well enough to go fishing again and they are no longer needed as a carer; and if he will make a statement on the matter. The Control of Fishing for Salmon Order 2005 authorises the issue of commercial fishing licences by regional fisheries boards and prescribes the criteria under which those licences may be issued. The order provides that a licence holder, when applying for the annual licence, can nominate another person to be authorised and named to operate that licence only in the absence of the licence holder due to illness or injury.
