Applicants under the revised processing arrangements announced on 15 January 2005 who cannot obtain a valid passport or national identity document as proof of identity from within the State, should write to the Irish Born Child Unit, Department of Justice, Equality and Law Reform, PO Box 10003, Dublin 2 , quoting their departmental reference number and requesting permission to travel temporarily outside the State for the sole purpose of procuring the required identity documentation. Applicants who do not have their own consular services available to them in the State may be facilitated with temporary travel documents to enable them to obtain the necessary documentation.
