366 Mr. Eamon Ryan asked the Minister for Justice, Equality and Law Reform the grounds on which he has awarded the Garda Síochána the general supervisory role in the management of the calibration and accuracy of privatized speeding cameras; and the reason the NSAI, which is legally mandated to carry out such a role, has been overlooked. The Road Traffic Act 2002 provides that equipment used by the Garda Síochána to detect speeding must be of a type that has been approved by the Commissioner or another member of the Garda Síochána not below the rank of chief superintendent authorised in that behalf by the Commissioner, or the chief executive officer of the National Roads Authority or another officer of that authority authorised in that behalf by him or her.

It is proposed to maintain this approach for equipment used by an outsourcer providing and operating speed cameras. Matters such as the calibration of cameras will be addressed in a service level agreement between the Garda Síochána and the outsourcer or outsourcers when selected after a tender process.
