447 Ms Enright asked the Minister for Education and Science if the successful candidate for a post (details supplied) meets every aspect of the requirements as detailed in Circular M15/2001; if she will outline when, the location in which and the length of time the successful candidate is alleged to have worked in adult literacy prior to appointment; and if she will make a statement on the matter. Appointments of the kind indicated are a matter for the vocational education committee, as the employer. My Department prescribes qualifications for appointment, but does not sanction individual appointments.

The details requested of the previous experience of the successful applicant are not on record in my Department, but the VEC in question has confirmed that the appointment is fully in conformity with Circular M15/2001.

The case in question has been the subject of correspondence between the VEC, the unsuccessful applicants and my Department. Nothing in this correspondence would suggest that the appointment was not in conformity with the relevant regulations, including the requirement that persons appointed to the post in question have a minimum of three years working in adult literacy. The previous experience required of applicants for such posts need not have been in any particular literacy service.
