480 Mr. Cuffe asked the Minister for the Environment, Heritage and Local Government if he has satisfied himself with Kilkenny County Council’s and the Environmental Protection Agency’s handling of the waste water treatment plant, details supplied, in County Kilkenny; and his views on whether no expansion of the facility should occur until the environmental concerns relating to the facility have been satisfactorily addressed. Intermittent odour problems being experienced at the Kilkenny city wastewater treatment plant at Purcellsinch are related to inadequate treatment capacity in the plant. To resolve this problem, the upgrading and expansion of the plant has been approved for construction in my Department's water services investment programme 2004-06. My Department is awaiting submission of a preliminary report for the proposal by Kilkenny County Council, following approval of which, the council will be in a position to draw up contract documents.
