View answerDirective 96/96/EC permits member states to exclude vehicles belonging to the Defence Forces and the forces of law and order from its scope. I understand security considerations were a factor and these are also the reason vehicles of the Defence Forces and the Garda Síochána are not liable to compulsory roadworthiness testing.
