874 Mr. Wall asked the Minister for Communications, Marine and Natural Resources if his attention had been drawn to the problems that consumers are encountering in regard to the new billing system adopted by the ESB in that meters are read only twice per year; the meetings he or his officials have had with the ESB in this regard; the results of such consultations; and if he will make a statement on the matter. The issue of ESB meter inspections is a day-to-day operational matter for the ESB and not one in which I have a function.
