127 Mr. Perry asked the Minister for Transport his views on the high percentage of motorists who are detected for penalty points, but who evade conviction; if he has held discussions with the Department of Justice, Equality, and Law Reform in relation to measures to address this loophole; and if he will make a statement on the matter.
