View answerThe Food Safety Authority of Ireland (FSAI) is responsible for enforcing food law — including provisions relating to the availability of toilets for the use of patrons. A food business operator who fails to comply with general hygiene requirements is guilty of an offence and may be prosecuted — generally by the Health Service Executive acting under a service contract with the FSAI. The final arbiter in any such case is the court where an alleged offence is prosecuted or a court to which a conviction is appealed.
