View answerI understand the named person applied for a Primary Medical Certificate under the Disabled Drivers and Disabled Passengers (Tax Concessions) Regulations 1994, and the application was refused by the Senior Medical Officer of the local Health Service Executive administrative area. This decision was appealed to the Medical Board of Appeal, National Rehabilitation Hospital, Rochestown Avenue, Dun Laoghaire, Co. Dublin which I would point out is independent in the exercise of its functions.
