329 Deputy Phil Hogan asked the Minister for the Environment, Heritage and Local Government if all newly built houses are required to have meters installed to measure water consumption; the reason for such a requirement; if such a requirement will be imposed on existing dwelling houses; and if he will make a statement on the matter.
