1105 Deputy Ruairí Quinn asked the Minister for Education and Science his views on correspondence (details supplied) in relation to reforming the residency requirements for the student grants system; if he will allow the use of affidavits when otherwise legitimate applications for a student grant cannot proceed; and if he will make a statement on the matter. In order to establish a candidate's status as an independent mature student, documentary evidence is required as proof of a candidate's ordinary/permanent address from 1st October of the year preceding entry to college.

Awarding authorities are obliged to satisfy themselves beyond doubt that an acceptable degree of proof has been submitted by the grant applicant. While an affidavit if accompanied by other supporting documentation can be considered as evidence of independent living, an affidavit in isolation cannot be accepted as sole proof of residency. The Deputy's correspondence in this matter is being considered and a response will issue shortly.
