50 Deputy Joe Costello asked the Minister for Enterprise, Trade and Employment when and the way the Services Directive will be transposed into Irish law; if the directive will apply to casual trading which is licensed by the local authorities here; and if he will make a statement on the matter. The Regulations to bring the Services Directive [Directive 2006/123/EC] into law under the European Communities Acts are well advanced. My Department is working with the Office of Parliamentary Counsel with a view to completing the legislation as soon as possible.

The regulation of casual trading by local authorities under the Casual Trading Act, 1995 is an "authorisation scheme" under the terms of the Directive. The Directive, therefore, covers casual trading.
