65 Deputy John McGuinness asked the Minister for the Environment, Heritage and Local Government under the Building Control Act 2007, Part 3, the person who appoints the stage 3 interview board and the technical assessment board relevant to the evaluation process for applications; if the appeals board has been set up and if so, if he will name the board members and their qualifications; the number of appeals outstanding and the number of appeals dealt with; the time frame for each appeal; and if he will make a statement on the matter. Part 3 of the Building Control Act 2007 enables eligible persons engaged in the provision of architectural services to register for the use of the title architect. The Royal Institute of the Architects of Ireland (RIAI) has been designated as the registration body for the purposes of Part 3 of the Act.

To date the registration body has established an Admissions Board and a Technical Assessment Board which allowed for the commencement of the registration process in 2010. The Chairpersons of these Boards, who may be a solicitor, a barrister or a former judge of the Circuit Court, High Court or Supreme Court, were appointed by my predecessor as Minister who also nominated a majority of persons who are not architects to each Board.

The Act also provides for an Appeals Board and a Professional Practice Committee and the matter of appointing Chairpersons and nominating the majority of non-architect members to each of these bodies is now being attended to as a matter of priority. I understand that the registration body has received one application for an appeal against a decision of the Technical Assessment Board.
