124 Deputy Michael Creed asked the Minister for Education and Skills if he will clarify the situation regarding a recent circular by him which prohibits access to the teachers panel for employment rights by graduates who do not have their higher diploma in education completed; and if he will make a statement on the matter. I assume the Deputy is referring to Circular 19/2011 which commences the redeployment process for surplus permanent teachers at primary level. This circular, which is available on my Department's website sets out the detailed arrangements for the operation of the redeployment process.

The redeployment panels that have now been published give priority to surplus permanent teachers.No schools can be given authority to commence recruitment in any other manner until the Department is satisfied that all the surplus permanent teachers are redeployed.
