133 Deputy Simon Harris asked the Minister for Health and Children the action that has been taken to implement recommendation 3 of the Ryan report to develop a national specialist multidisciplinary team for children in special care and detention; and if he will make a statement on the matter. The Implementation Plan arising from the findings of the Report of the Commission to Inquire into Child Abuse includes provision for the development by the HSE, in consultation with the Irish Youth Justice Service, of a national specialist multidisciplinary team for children in special care and detention. This team is in the process of being established. A model of care has been developed and agreed between the HSE and the Irish Youth Justice Service. The project is now at implementation stage and this includes the recruitment of approximately 30 staff to manage and run the service. The necessary finance has been provided to the HSE to facilitate the recruitment of these staff and the intention is to have the service operational later this year.
