508 Deputy Anne Ferris asked the Minister for Health if he will outline in detail the timeframe for the implementation of the judgment of the European Court of Human Rights in the case of A, B and C v Ireland as committed to in the programme for Government, the action plan submitted to the Council of Europe in June 2011 and during Ireland’s examination under the Universal Periodic Review by the UN Human Rights Council in October 2011; if he will provide the date in November by which the expert group will be set up; the precise terms of reference for the expert group; the date by which he will respond to these proposals with substantive measures; and if he will make a statement on the matter. As set out in the Action Plan submitted to the Committee of Ministers of the Council of Europe, it is intended that the Expert Group on the ABC v Ireland judgment will be set up by November 2011. The Department is in the process of carrying out the preliminary work to facilitate the establishment of the Expert Group.
