288 Deputy Seamus Kirk asked the Minister for the Environment, Community and Local Government if he will examine the non-principal private residency levy; if he will allow local authorities to enter into an arrears payment schedule when the home owner is in financial difficulty; and if he will make a statement on the matter. The Local Government (Charges) Act 2009 provides the legislative basis for the €200 charge on non-principal private residences (NPPR), including the application of late payment fees. The Act places the onus on an owner of a residential property which is situated in the State to assess his or her liability for the charge in the first instance.

Section 9 of the Act places collection of the charge under the care and management of the relevant local authority. It is a matter for an individual who may be experiencing hardship in meeting their payment obligations under the Act to make contact with the relevant local authority in the first instance to establish if there is a basis for amelioration of the charge.
