783 Deputy Thomas P. Broughan asked the Minister for Transport, Tourism and Sport if he will immediately commence Part 5 of the 2010 Road Traffic Act and its associated provisions in Part 3 of the same Act; if he will report on the reason there has been such a delay in commencing this important section of the 2010 Act; and if he will make a statement on the matter. Part 5 of the Road Traffic Act 2010 and the associated provisions of Part 3, which deal with changes to the fixed charge system, will be commenced when the necessary administrative and technical arrangements are in place to allow its effective implementation. My Department, the Courts Service and the Garda are progressing work in this regard in order to commence the relevant sections of the Road Traffic Act 2010 as soon as possible.
