365 Deputy Finian McGrath asked the Minister for the Environment, Community and Local Government if all horse riding establishments must produce an environmental policy or environmental management plan and if so, is this document public record; if the Waste Management Act 1996 covers the environmental impact of horse fouling on public roads by such establishments. There is no specific requirement under the Waste Management Act for horse riding establishments to produce an environmental policy or environmental management plan in respect of their horse riding activities, nor does the Act cover the environmental impact of horse fouling on public roads by such establishments.

However I understand that under the Control of Horses Act all local authorities are responsible for the control of horses in their areas and local authorities have significant powers to introduce bye laws in this regard. The Control of Horses Act is a matter for my colleague, the Minister for Agriculture, Food and the Marine.
