The proposal to introduce an R plate for newly qualified drivers is one of the nine measures which together will add up to a graduated driver licensing system (GDLS) for Ireland, as recommended by the Road Safety Authority.

It is my intention to provide in legislation for many of the elements of GDLS, including the R plate requirement, and these will be addressed in the next Road Traffic Bill, which will commence drafting later this year.
