552 Deputy Billy Kelleher asked the Minister for Health the consultation with the public and relevant stakeholders that will be carried out by his Department or by the implementation group on universal health insurance in drafting the White Paper on the topic; and if he will make a statement on the matter. The Government is committed to fundamental reform of healthcare in Ireland which will deliver a single tier health system, supported by universal health insurance, where access is based on need, not income.

The Implementation Group on Universal Health Insurance, which I established in February this year, will assist my Department in preparing a White Paper on Financing Universal Health Insurance (UHI) which will outline the estimated costs and financing mechanisms associated with the introduction of universal health insurance. Consultation with the general public and with all relevant stakeholders will be undertaken as part of the process of finalising the White Paper.
