269 Deputy Thomas P. Broughan asked the Minister for Transport, Tourism and Sport if he has asked the Oireachtas Joint Committee on Transport and Communications in its review of the penalty points system to comment on the one point penalty allocation under the 2010 Act for learner drivers who have been found to be driving unaccompanied; and if he will make a statement on the matter. I recently published the Review of the Irish Penalty Points System, which was conducted by my Department. The Review, in the main, deals with the level of points for road traffic offences currently within the penalty points system and contains recommendations for the adjustment in the level of points for certain offences. I have asked the Joint Oireachtas Committee on Transport and Communications to examine the Review and provide me with comments on its recommendations.

The provision for adding "unaccompanied learner permit holders" to the list of penalty point offences is contained in the Road Traffic Act 2010. The relevant section has not yet been commenced and once I have received the Committee's input I will consider the adjustment of penalty points further.
