As set down by Department of Public Expenditure and Reform, the fee payable for Chairperson of the NTA is €20,520 and for ordinary directors is €11,970. I have asked the NTA to reply to the Deputy with details of the fee paid to each serving member.

The list of allowances and rates payable to staff in my Department are as set out in the table below.  These are classified as allowances in the nature of pay and are subject to income tax and other deductions.   Certain allowances cannot be paid in combination with other allowances, for example an on-call allowance is not payable to staff in receipt of shift allowance etc.

The business cases made in respect of these allowances are available from the Department of Public Expenditure and Reform website (www.per.gov.ie) and are divided into common allowances available throughout the Civil Service and allowances specific to technical grades within my Department.

Sports Funding

The Sports Capital Programme is the main channel of Government support for developing sports facilities and purchasing sports equipment for sports clubs and organisations across Ireland.

The 2012 round of the SCP was advertised in March 2012. By the closing date at the start of June, over 2,350 applications for funding had been received.  The organisation referred to by the Deputy did not apply for funding. 

It is open to any organisation with a suitable project to apply for funding under any future rounds of the Sports Capital Programme.  The programme does not however provide funding for current expenses such as rental of pitches. 

The club should make contact with the National Governing Body to establish whether any help may be available.

The public roads passing through the town of Dunboyne are regional or local roads. 

The default speed limits for different categories of road, including roads in built up urban areas,  are specified in the Road Traffic Act 2004.  There is provision in Section 9 of that Act for local authorities to make bye-laws providing for special speed limits in specific circumstances.

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned.

Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for the NRA in accordance with Section 19 of the Roads Act.

The Gathering Revenue

The main economic benefit to Ireland of 'The Gathering Ireland 2013', is expected to be experienced next year when it aims to generate up to 325,000 additional overseas visits, and through the long-term impact of raising Ireland's profile as a place to visit. 

It is not possible to make meaningful estimates of the economic benefit to date.  However, ‘The Gathering Ireland 2013’ was the title sponsor of the recent Notre Dame/Navy "Emerald Isle Classic", which generated an estimated €2,500 spending from each of the 35,000 fans who came here for the game.

 There are now more than 500 individual Gathering events pledged for 2013 on 'The Gathering Ireland 2013' website, and this is increasing on a daily basis arising from the on-going promotion and rollout of the initiative through community public meetings right across the country. These community meetings are being held (or have already taken place) in every county in Ireland before the year end.Like the sponsorship of the Navy/Notre Dame game, these have been supported by the €5 million earmarked this year for 'The Gathering Ireland 2013' in direct funding from the Department of Transport, Tourism and Sport.

Fáilte Ireland estimates that each additional visitor to Ireland arising from 'The Gathering Ireland 2013' will generate direct revenue of €470 per visitor so the target number of visits would generate over €150 million in additional tourism exports.  Already, the specific Gathering events that have been pledged by communities, organisations, businesses and tourism providers are set to deliver visitor numbers in 2013 in excess of that threshold based on funds allocated to-date.

Pilot Training Courses

Sports Capital Programme Applications

My Department has received over 2,350 applications for funding under the 2012 Sports Capital Programme.  This is the largest number applications ever received under the Programme.

Departmental officials have started processing applications and this process will take some time due to the volume of applications received. 

I expect to be able to announce the list of successful applicants later this year.  All applicants will be informed of the outcome of their application at that stage.

Between 2009 and 2011 Mayo County Council received €5.1m in co-funding from the Department of Transport, Fáilte Ireland and the former Department of Community Rural and Gaeltacht Affairs for the delivery of the Great Western Greenway. Over the same period they received funding of €620,000 from my Department for the development of a Greenway within Westport Town.

In 2012 the National Cycle Network funding scheme was launched. Mayo County Council submitted only one proposal under this funding scheme, for a Greenway route in Castlebar. This project requested €725,000, and following a competitive process has been allocated this amount.

Also in 2012 Mayo County Council applied to my Department under the Active Travel Towns Programme for €225,000 for the town of Ballina to construct an 8.8km leisure cycling and walking loop route (Belleek Loop), and for €60,000 for the town of Louisburgh to provide a 1km Greenway link by upgrading an old disused off road track between Old Head and the town. There was considerable interest in the programme and significantly more proposals were submitted than funding was available. Both proposals were unsuccessful in securing funding.  An assessment panel considered all the applications submitted and selected those applications which best met the objectives outlined in the funding call. The Belleek Loop proposal was considered worthwhile in its support for active travel, leisure cycling and tourism, however, the assessment panel considered that it lacked sufficient focus on urban modal shift and focused instead to a great degree on leisure cycling.  It therefore did not fully meet with the objectives of the Active Travel Towns programme and was not ranked high enough for inclusion in the final selection. The Louisburgh Greenway proposal was ruled out because the population size of the town fell outside the terms set for the programme.

In addition to the above, it should also be noted that Westport Town is a Smarter Travel Area (along with Limerick City and Dungarvan) and that significant on-going investment in sustainable transport infrastructure, including Greenways, is taking place in these towns.  

There are currently no funding streams open within the Department suited to applications for Greenway route development, and therefore no such applications being considered.

The table below summarises funding for Greenway type infrastructure within Co. Mayo from my Department. Fáilte Ireland are currently funding two significant Greenway projects, linking into the Great Western Greenway, and I understand they have further applications from Mayo County Council seeking funding to construct Greenways.  Accordingly, I have referred the Deputy’s question to Fáilte Ireland for direct reply.  Please advise my private office if you do not receive a reply within 10 working days.

On 13th July 2012, the EU Commission published proposals relating to roadworthiness testing and roadside checks of vehicles.  The proposals include a number of measures including the introduction of compulsory testing of mopeds and motorcycles with the first periodic inspection four years after first registration, then again after another 2 years and annually from year 7 onwards.  The Commission's proposals are currently the subject of detailed consideration and discussions by all EU Member States in the Council's Transport Working Group.

I understand that the Road Safety Authority invited interested stakeholders and the general public to submit their views on the Commission proposals during August and September and that consultation period will not conclude until 5th October. The RSA will give careful consideration to all feedback received from stakeholders and the general public, as well as the road safety and cost benefits associated with the various proposals, and will submit its views to me in due course.

Driving Licence Issues

The new centralised driver licensing system, under which the Road Safety Authority (RSA) will take over from the local authorities as the sole national driver licensing authority, will come into effect in January 2013.  The necessary legislation to enable this to occur was passed earlier this year.

The new system will involve a central unit in the RSA and three outsourced contracts dealing with: card production; a 'back office' service processing applications; and a 'front office' service to engage with customers.  While the new system will come on stream from January, there will be a transition period for a few months in 2013, during which the local authorities will continue to carry out some driver licensing functions on behalf of the RSA. 

My Department has been working closely with the Department of Environment, Community and Local Government, the RSA and the local authorities to ensure a smooth transition to the new system.

In regard to the issue of photo-capture for the new plastic card format of licence, I understand that the RSA are asking tenderers for the front office service to offer their own proposals.  As in any outsourcing process, the RSA must follow public procurement rules.  As a general principle, State agencies are expected to find the most cost-efficient way of doing business in order to deliver maximum value for money for the public.  As I have indicated, nothing has been predetermined in terms of what kind of photo-capture will be involved in the new system.

I appointed Mr Sean Benton, a former Chairman of the Office of Public Works,  as Chairman of the National Sports Campus Development Authority.   The Government, on my recommendation, appointed Mr Kevin Bonner, a former Secretary General of the Department of Enterprise and Employment, as Chairman of Dublin Bus and member of the CIE Board.

Both of these appointments are to non-executive roles and do not command a salary. Board fees are paid. Apart from these appointments, neither I nor the Ministers of State at my Department have appointed any retired senior civil servant to a position within my Department or any agency or State board under my aegis.
