Deputy Kevin Humphreys asked the Minister for Finance the number of staff that availed of the special civil service incentive career break scheme 2009; the cost of the scheme since its introduction; the savings on the pay bill in that time period; the estimated full year cost for the return of all the new civil servants in 2013; the number of staff members that applied for a further extension of their leave; if these staff were counted as a reduction in numbers employed in the public service during that time period; and if he will make a statement on the matter. The following table sets out the number of staff members (six in total) in my Department who availed of the special civil service incentive career break scheme 2009 and the cost of the scheme since its introduction. 2 staff members became staff of the Department of Public Expenditure and Reform when that department was set up in July 2011. Staff on the incentive career break scheme are not counted in the departments staff numbers.

Vocational Training Opportunities Scheme Eligibility

Learners enrolled in courses provided under the Vocational Training Opportunities Scheme (VTOS) who have been in receipt of an eligible Department of Social Protection payment for more than 312 days directly before the VTOS course commencement date qualify for an additional payment of €20 per week. I understand that the person referred to by the Deputy does not satisfy this requirement and therefore is not eligible for this payment.

School Curriculum

Deputy Patrick O'Donovan asked the Minister for Education and Skills if he will consider a change to the current leaving certificate that would allow fifth year students studying higher level maths to take the ordinary level maths paper at the end of fifth year and to have that factored into their leaving certificate results in the event that they fail the higher level paper, in an effort to reduce the number of students that revert to ordinary level in the immediate run up to their exam; and if he will make a statement on the matter. This issue has been raised in a number of reports (Report of the Expert Group on Future Skills Needs on Raising National Mathematical Achievement and the Report of the Project Maths Implementation Support Group) and the Department of Education and Skills and the State Examinations Commission considered response is that this proposal could lead to an unsound educational experience for students. The Ordinary Level syllabus and Higher Level syllabus are both designed to be covered over a two year period. It could be a considerable challenge to encourage those who followed an Ordinary Level syllabus in year one of the cycle to take Higher Level in year 2. There is a strong risk they would not take Mathematics at all the second year. By the time these students reach further studies, they could have had an entire year without any mathematics at all, and would therefore be in a worse position than they had been a year earlier. It is interesting to note that for the 2012 Leaving Certificate cohort, the Higher Education Institutions participating in the CAO scheme introduced a measure to award 25 additional points for all grades from D3 to A1 in Higher-Level Mathematics. Their measure led to a significant increase in the numbers of Leaving Certificate candidates taking Higher Level Mathematics in 2012. It now stands at 22.1% of the Mathematics candidature (compared to 15.8% in 2011).

The school, referred to by the Deputy, has applied to my Department for large scale capital funding. The project has been assessed in accordance with the published prioritisation criteria for large scale projects and assigned a band 2 rating. Due to the need to prioritise the limited funding available for the provision of additional school accommodation to meet increasing demographic requirements, it is not possible at this time to indicate when a major project for the school in question will be progressed.In the meantime, the school requested in January last that consideration be given to the replacement of the school's temporary accommodation with a permanent structure. The school was requested to submit a formal application for consideration which is awaited.

The school subsequently furnished additional correspondence to my Department concerning additional works. This is currently being considered and a response will be conveyed to the school authority as soon as this process has been completed.

School Transport Provision

The purpose of the School Transport Scheme for Children with Special Needs is to provide a reasonable level of transport service for eligible children with a diagnosed disability and/or special educational need.

Bus Éireann, which operates the School Transport Scheme on behalf of my Department, has advised that the child, referred to in the details supplied, was availing of a school transport service but following a serious incident in June 2012 the service was withdrawn on health and safety grounds.

The family were offered a Special Transport Grant to cover the cost of private transport arrangements while Bus Éireann examined the provision of a more suitable service. Bus Éireann has advised that the school authorities and the parent were fully informed of the situation regarding transport provision.

An application for an individualised transport service for this child was received on 21st September 2012 and a report on this application has been requested from Bus Éireann.

The family will be advised of the position regarding the availability of school transport as soon as this report is received.

I propose to take Questions Nos. 234 to 236, inclusive, together. The purpose of the School Transport Scheme for Children with Special Educational Needs is, having regard to available resources, to support the transport to and from school of children with special educational needs arising from a diagnosed disability. Bus Éireann operate the scheme, on behalf of my Department and is responsible for the planning and timetabling of school transport routes. Bus Éireann endeavours, within available resources, to ensure that each eligible child has a reasonable level of service. In situations where Bus Éireann has concerns regarding the safety of an individual child, or the welfare of other children travelling on a service, alternative transport arrangements may need to be explored. In this regard, Bus Éireann works closely with the School Authorities and parents to ensure that all children are provided with a safe and comfortable service to and from school. Where incidents of misbehaviour or serious misbehaviour arise, which may for example threaten the safe operation of a school bus service, Bus Éireann's Guidelines for Discipline and Procedures for Dealing With Alleged Misbehaviour on School Transport outline the steps which may be taken depending on the nature of the incident and the protocols involved. Where practicable, and subject to consideration of cost and logistics, the Department will consider, based on information provided by parents/school authorities, the provision of specific/individual transport arrangements in circumstances where travel in the company of other children is not deemed feasible. My Department also provides funding to school authorities to employ escorts to accompany children whose care and safety needs require this level of support. In certain circumstances a Special Transport Grant may be offered to parents towards the cost of private transport arrangements where a child's age, behavioural difficulties or medical needs are such as to make the provision of a transport service impracticable. This grant may also be offered as an interim measure while Bus Éireann examines the availability of suitable services. Drivers of Bus Éireann school transport vehicles are required to satisfy a background vetting check conducted by the Garda Authorities. Route training and vehicle familiarity training is provided, along with refresher courses and other training courses such as advanced driving techniques and a disability awareness programme. Contractors, as bus operators in their own right, are primarily responsible for the training of their own drivers and satisfying statutory requirements in this respect, but notwithstanding this they are also obliged to ensure that their drivers attend training courses nominated by Bus Éireann.

The Deputy will be aware of the changes to the Post Primary School Transport Scheme that were introduced from the commencement of the current school year. Under the terms of my Department's Post Primary School Transport Scheme, children are eligible for transport where they reside not less than 4.8 kms from and are attending their nearest education centre as determined by the Department/Bus Éireann, having regard to ethos and language. Children who are not eligible for school transport, under the terms of the scheme, may apply to Bus Éireann for transport on a concessionary basis provided there are spare seats available on the service, and the appropriate annual charge is paid. Only eligible children who hold valid medical cards (GMS Scheme) are exempt from paying the annual charge.

Teaching Qualifications

Deputy Colm Keaveney asked the Minister for Education and Skills the total number of teachers working in the primary school sector, and of those, the number that have not completed one of the following: a recognised three year full-time programme, leading to the Bachelor of Education, B.Ed. degree, a recognised Graduate/Higher Diploma in Education (Primary) combined with a primary degree at level 8 or a level 9 qualification on the National Framework of Qualifications; if he will provide the total figure for all teachers who commenced employment within the primary school sector in the past ten years and also the figures for all such teachers who have not completed at least one of the courses listed above; and if he will make a statement on the matter. The number of whole time equivalent teachers working in the primary sector in the 2011/12 school year was thirty one thousand nine hundred and twenty eight. Primary teachers are employed by the managerial authorities of the schools and information in relation to the number of teachers who commenced employment in the primary sector in the past ten years is not available. Information in relation to the number of primary teachers currently employed who do not possess any qualifications is being compiled and will be forwarded to him.

Teacher Redeployment

During discussions on redeployment arrangements for post-primary teachers, which were introduced as part of the implementation of particular aspects of the Croke Park Agreement, the parties identified that there are situations where teachers might wish to transfer on a voluntary basis to another area of the country. It was acknowledged that such voluntary movement, if provided for, could assist the operation of the main redeployment arrangements. Accordingly it is agreed that further discussions would take place with a view to putting a pilot scheme in place. These discussions are ongoing under the auspices of the Teachers Conciliation Council, which is the recognised forum for dealing with matters relating to pay and conditions of service of teachers. As the proceedings of the Conciliation Council are confidential, it would not be appropriate for me to make any further comment at this time.

Energy Conservation

Deputy Charlie McConalogue asked the Minister for Education and Skills if he has plans for schools to implement targeted energy efficiency programmes to cut wasteful usage of lighting, heating and electronic equipment, in view of the fact that existing voluntary and piecemeal projects show the potential to save 15 - 40% of schools' energy costs within two years, using models and guidance provided by the Sustainable Energy Authority of Ireland; his view on whether such energy efficiencies could save up to €15 million a year off the cost of capitation funding; and if he will make a statement on the matter. For the past fifteen years the Planning and Building Unit of my Department have been using a process called the DART approach to develop sustainability and energy efficiency in educational buildings. This acronym focuses on four key areas, namely; Design, Awareness, Research and Technology. The policy is informed by the Building Unit Professional and Technical staff, driven by its technical guidance documents and updated by continued energy research and development. It has been demonstrated that all School's designed and built in line with the above policy and the technical guidance documents can have an energy performance that is more than twice as efficient as international best practice. Under my Department's Summer Works Scheme in excess of €182m has been spent since 2009 on improvements to mechanical and electrical installations, toilets, windows and roofs in both primary and post-primary schools across the country which is contributing to the energy efficiency of these buildings. In addition €15m has been spent under my Department's 2009 Energy Efficiency Scheme and further €7.4m under the 2010 Water Conversation Scheme. In total in excess of €204m has been provided to school to assist with energy efficiency and conversion since 2009 which represents 16% of the total overall capital spend on school building since 2009. My Department in conjunction with Sustainable Energy Authority of Ireland (SEAI) has developed a website "Energy in Education" (www.energyineducation.ie) which is designed to help school boards of management, principals, teachers, administrators, caretaking staff, pupils and parents to improve energy use practices and to reduce school operating costs along with helping to protect the environment for future generations.

The arrangements which were introduced for the current school year, 2012/13 for panel access for part-time teachers are set out in Department Circular 0012/2012 which is available on my Department's website. The panels set up in accordance with the arrangements set out in this circular are used for appointments to full-time permanent teaching posts but only where those posts are not otherwise required to facilitate the redeployment of surplus permanent and CID holding teachers. The circular also provides for a review of the operation of these arrangements with the relevant education partners in late 2012 to determine what adjustment, if any, is required for subsequent school years. The outcome of this review process will help determine the arrangements for the 2013/14 school year which will be published by my Department in due course.

School Staffing

The appointment of the person to whom the Deputy refers followed a disciplinary process initiated against that person by the board of management of a community school. The board of management of a community school, as is the case generally in schools, is the employer and therefore the Minister is not involved in any disciplinary process that a board initiates. There was no outcome to that disciplinary process because it was rendered moot by an agreement entered into between the person in question and the board of management. That agreement was reached in the context of High Court proceedings taken by that person against the school.

In the context of those discussions my Department arranged for the person concerned to be assigned to Co. Kildare VEC as a teacher where, for the remainder of the current school year (i.e. the 2012/13 school year), he will carry out principal duties in the school to which the Deputy refers, arising from a vacancy in the post of principal in that school. My Department had separately indicated to the VEC that the filling of the vacancy through permanent recruitment should not apply pending the completion of an analysis of how the future education needs of the area would be planned for and met.

Deputy Patrick Nulty asked the Minister for Education and Skills if he will outline and publish the criteria and rationale for the decision to select Dun Laoghaire Vocational Education Committee, Dundalk Institute of Technology and Carlow Institute of Technology for the delivery of carpentry training; if he will outline in detail the reason the Institute of Technology Blanchardstown was not selected; and if he will make a statement on the matter. The sharp decline in apprentice recruitment and significant levels of redundancies in many apprenticeship trades over the past three years has resulted in a dramatic fall off in the number of apprentices requiring education and training in the institutes of technology and colleges of further education. The requirement for Carpentry and Joinery provision has been particularly affected, having fallen from a high of 168 blocks nationally in 2008 to an expected national requirement for 17 blocks in 2012/13. In light of the collapse in demand, and in order to ensure that provision in Carpentry and Joinery remained available to apprentices in regions across the country, the Higher Education Authority (HEA) has allocated provision in the trade to a reduced number of colleges on a regional cluster basis for the 2012/13 academic year. Decisions on which colleges would maintain provision were taken by the HEA following close consultations with the education providers concerned and with FÁS. In line with the commitment in the Government's Action Plan for Jobs, a review of the apprenticeship training model is being undertaken during 2012.

A key priority for me is to continue to prioritise and target available funding at schools with the most concentrated levels of educational disadvantage. In last year's Budget, all 195 second-level school in DEIS were given targeted support by a more favourable staffing schedule of 18.25:1. This is a 0.75 point reduction compared to the existing PTR of 19:1 that applies in non fee-paying second-level schools. My Department also provided some limited short-term support to schools through curricular concessions in order to help them manage within their approved teaching allocation. In effect, this measure has helped offset the impact of the changes to guidance counsellor allocations in DEIS second level schools.

Under the terms of my Department's Post Primary School Transport Scheme, children are eligible for transport where they reside not less than 4.8 kms from and are attending their nearest education centre as determined by the Department/Bus Éireann, having regard to ethos and language. Eligibility for school transport is not determined by way of subject choice.

Children who are not eligible for school transport, under the terms of the scheme, may apply to Bus Éireann for transport on a concessionary basis provided there are spare seats available on the service, and the appropriate annual charge is paid. Only eligible children who hold valid medical cards (GMS Scheme) are exempt from paying the annual charge.

While it is the prerogative of parents to send their children to the school of their choice, eligibility for school transport is to the nearest school, having regard for ethos and language.

In relation to running Training Courses for the unemployed, the person in question could be advised to go the eTenders website regarding FÁS Contracted Training and complete the pre-qualification application, which also gives instructions regarding what to do. In addition he could contact Skillnets (www.skillnets.ie) who may be able to provide further options. However, regarding the issue of state supports to support a Business, the Department of Jobs, Enterprise and Innovation may be best placed to advise on this matter.
