Deputy Seán Conlan asked the Minister for the Environment, Community and Local Government the reason funding has not yet been made available to an organisation (details supplied) in County Monaghan, a facility which provides services for the homeless and those with addictions; if Monaghan County Council should discharge the funds directly and then recoup them from the relevant Department or is it more appropriate for the local authority to apply to his Department for the funding at the start of each year and wait until the funds are forwarded his Department before payment is made since same is not explicitly stated in the Housing (Miscellaneous Provisions) Act 1988 as amended by S.I. 157/2003; and if he will make a statement on the matter.
